Router with IP Security (IPSEC) license

Hello,

I'm looking for router like Cisco ISR C1111-8P with IP Security (IPSEC) license. I need IPSec over GRE (have to make about 200 VPN). Unfortunately C1111-8P doesn't have this license included. Can you recommend setting? Preferably as if it costs up to 1k USD or less.

I red datasheet, IPSEC cost about 1,5k USD for this model. I'm looking for router which has this license included.

No Router comes with a base as sec license, you need to buy an additional License.
