Can the same IP address(public/private) be used for dynamic PAT and also static NAT/PAT?

Yes you can but the static must use Port number for real and mapped.

yes possible as long as they do not overlap or use same ports.

A single public ip address can be used for either dynamic/static PAT or a static NAT statement
