Service policy is in suspended mode on port-channel

Hello,

we have ISR4431/K9, isr4400-universalk9.03.16.04b.S.155-3.S4b-ext.SPA.bin
We have configured Service-policy output on the Port-Channel interface.
But command sh policy-map interface po 1 shows:
Service policy internet-limit is in suspended mode

What can be a problem?
