SETUP message at reload

Hi,

At reload of some router platform/IOS rls I noticed following messages...(router does not have startup-config)

Someone can help me in understanding the meaning ?

These are normal messages for a router booting without configuration.

So I can guess when a router boot w/o startup-config SETUP applies a "default configuration" in which, for instance, the interfaces are administratively shutted down (as implicated by message SETUP: new interface placed in "shutdown" state these interfaces are "new" from IOS point of view)
