skype traffic issue QOS

We are seeing some issues our Shanbally WAN router. Users are complaining about poor skype voice/video/data sharing. We have configured as below

The ckt has 100mb BW. When we checked the access-list configured for voice and video we can see that acl is not matching the traffic but the same ACL is being matched at other WAN router. The config remains standard for other sites as well with just change in the BW for ckt.

The exact same access list is being matched in London WAN router (2900 series router)

Q1-> is the shaping being done correctly. If 90mb is being used for shaping what is happening with remaining 10mb.

Q1 -> I und voice and video works on udp ports do i need  to create an acl with matching udp ports which our environment is using.
