Hello,

there is no routing (static or dynamic) between your routers. The easiest way to solve your problem would be to add RIPv2 to both of your routers:

HQ Router

router rip
version 2
network 64.0.0.0
network 172.16.0.0
network 192.168.0.0

Branch Router

router rip
version 2
network 172.16.0.0
network 192.168.0.0

Attached the revised, working file (saved in Packet Tracer version 7.3.1.).
