Routers capabilities differ. Since Cisco had targeted 7600 as a carrier grade edge services router they didn't want to restrict on the services providers could provide, or users could use.
By introducing STP on 7600's they were able to offer ability to users to leverage
- Carrier Ethernet: Aggregation of consumer and business service
- Ethernet services edge: Personalized IP services
not limited to the flexibility it gives to place such devices in topologies where you would have to use VLANs.
