I along with many others do recommend take new CCNP Sec Core exam as a step towards CCIE as well as to CCNP Sec cert - read the link below. Core exam is a sort of gauge of your knowledge. You do not need CCNA before getting CCNP or CCNP for CCIE; you can go straight for CCIE. But, If you do not have some networking knowledge, I would get CCNA cert then Core Sec exam.
