Hello All,
I wanted to upgrade an IOS but my TFTP server is saying port 69 is currently being used by other services, how can i REGAIN the service of port 69 in order to upgrade as needed?.

Kill the process bound to that port. If the server is Windows, the output of netstat -a -n -o -b will tell you the process name and PID of the process bound to udp/69. UNIX systems have different tools. For example:
lsof -i :69
sockstat | grep udp | grep 69
