Its the kind of request being given to the other interface may be the transmitting interface to slow down the packet transmission within the router itself.
Basically to avoid interface buffer overflow and also to avoid cpu overload..
If an asterisk (*) appears after the throttles counter value, it means that the interface was throttled at the time the command was run..
