Thanks for the additional information. It does clarify your environment and what you are trying to achieve. Now we need to know more about the modem (and whether it would support what you are trying to achieve). The first question I would ask is whether the modem has physical connections to support connecting more than one client? The second question I would ask is whether the modem has logical support for more than one connected client?

You tell us that there are two routers but do not tell us how they are connected and you do not tell us how you want to use each of the routers. Without having some understanding of your environment and of what you are trying to achieve we are not able to give you any good advice.

HI Richard,
Thanks for quick reply.
Info:
Modem is connected to Hub
From hub we have one connection to Router 1
Modem is on remote site(In other country) and i don't have access to it..
I called to provider and he told me that we cant use more then one connection so either we need to make a new contract or change the ISP.
Thanks for your help.

I am glad that you were able to ask the ISP and to get clarification about what is possible. In my experience when a customer wants to have two routers handling VPN they usually want each of the routers to have its own independent connection to the Internet. So requesting a second connection/second modem (perhaps from the same ISP or perhaps from a different ISP) would be a logical thing to do.
