Unable to ping VLAN IP on the router but get replies when broadcast IP is pinged

A starnge thing is happening. I am unable to ping VLAN IP on my router but get replies when I ping the broadcast IP. Why would it behave like that ? Anybody has seen this before or can help ?

just a swag, but check the masks on the layer 3 device and the workstation.

Thanks vmiller for the reply. I am pinging from the switch within same VLAN and has /28 mask as like on my router. The strange part is- I am able to ping from router to switch but with few drops(60-80% success) but other way around is no response at all, unless, I start pinging the broadcast IP..then only my router starts to respond which is confusing me a lot
