I have up / down situation, after verifying all the config , we decided that this may be wic card issue , now I got a wic installed , still up/down. I created a harloop cable and put on the t1 port , I do not see the loop, there is a LP, AL, DC Led . Only the DC is green, I should see the LP when the loop is present. Since there is no loop when I put the hard loop is that mean bad card, this is the second card that I received and it shows up/down

loop plug is good I tested on the NIU to provide loop facing the other direction ..
Now I was going to change the slot from 1 to 4 I could not configure slot 4, when I do :
(config)#controller t1 4/1
% Invalid input detected at '^' marker.

When using loop plug, set clock internal and check show controller again.
Reseat modulse and check "show diag" when HW is not recognized.
Note on ISR routers, need to turn off router when swapping modules.

I did set the clock to internal . now it shows in sho controllers

T1 1/0 is up.
Applique type is Channelized T1
Cablelength is short 133
No alarms detected.
alarm-trigger is not set
Version info Firmware: 20031216, FPGA: 11
Framing is ESF, Line Code is B8ZS, Clock Source is Internal.

Update IOS, I see from "firmware version" that what you're using is quite old.

Any extended wiring involved. If so are you pinned out correctly for a T1 (1,2,4,5)

good news...
since there was no hard loop in the wic. I changed the slot from 1/1 and 1/0 to 4/0 and 4/1 now I have up/up .. Thanks all for your support and feed back, I will go back and rate every one that contributed there time,
