Using a layer 2 switch to restrict port bandwidth

Hi all,

I'm looking for the best switch or device that can restict bandwidth per VLAN. I have many customers behind a PIX with a switch port configured for VLAN trunking. Each customer is plugged into the switch and resides in a separate VLAN. Each customer uses just a single port and their VLAN is configured on the PIX.

Essentially they buy a share of the total internet connection but currently I cannot restrict how much of this they use. I reliase a switch is basically designed to switch packets very fast so im not sure im restricting in the correct place. Also it is not possible on the PIX. I have tried using Policers and QoS but can't get the desired results. I'm resticed by cost to 2950s or similar and basically need to contron ingree/egree packets per VLAN/interface down to 256Kb or more.

Any advice much appreciated!
