VLAN Bridging across multiple sites

I have 4 sites as seen above. Each site has the same VLANs A,B,C and D. I would like to bridge these vlans across all sites so that each of the VLANs appear as a single bridge domain across all 4 sites. I have explored the possibility of using L2TP to achieve this, but it seems like it is only good between 2 sites.

 

Is there any way I can achieve this using L2TP, or is there any better solution to achieve my intended outcome?

Just one thing in my mind,

Config gre and run mpls over it and this give you choice to run vpls even over IP core SP.

VPLS what you need IF they are in different Site 
VXLAN IF they are in same Site.

I was considering that as an option as well. What if my internet backbone is not MPLS? Would it be possible to run VPLS over a fully meshed IPSec/GRE tunnels between the sites?
