vlan interfaces on normal routers

hi guys, weird question because i haven't been able to find an answer. i have seen a scenario where a normal router is configured with interface vlan X and its connected to a switch with vlans configured on it. there is no router on a stick config. the switch is connected to a gig interface on the router with no ip addresses. the ip addressing is on the vlan interface .how do i get this to work in packet tracer?  i have seen documentation where this is configured on MLS but this is a normal router.

 

also why is it that SVI is always mentioned with a MLS and not a normal router even though you can create a vlan interface on a normal router. or am i mistaken when it is indeed a router capable of switching and i havent read product specs.

because of ALL MLS can config SVI
BUT
Few Router can config SVI.

Some router have a MLS module which can config SVI on it work as MLS and also work as L3 Router.
