I want to design a VLSM scheme for the following IP subnet 139.72.64.0/23
Is the below format a valid design
139.72.64.0/28
139.72.64.32/27
139.72.64.64/27
139.72.64.128/25
&
139.72.65.0/24
Is it a valid schema which i can deploy at a single site

The scheme that you post should work just fine. Each of the subnets that you propose will produce a non-everlapping set of host addresses.

Hi
Your VLSM depends on the design of your network and how many networks you would like to have based on the number of hosts you have in each network
Its all fine , if you require diff networks with 254 , 126 , 30 and 14 hosts in your network.
I would always go on with a VLSM scheme starting from a higher subnet and then coming to a lower one , so that you can maintain the free subnets
139.72.64.0/24
139.72.65.0/25
139.72.65.128/27
139.72.65.160/27
139.72.65.192/28
and from 139.72.65.208 - 255 free
Your scheme is also fine.

Actually my requirement from the above subnet is
Network devices - 16
servers & printers - 64
VoIP - 128
Network1 - 128
Network2 - 250 (i think i need to get a new IP block for accomodating this entire block)

Hi
If you have any specific reason for going for public segment in Network2 , then get a new Ip block or try using PAT to accomodate within your Ip block.

I think that vanesh k's suggestion is very good. In my opinion, you'd better leave a bigger IP address space for your future network expansion.
