VRF Lock

Has anyone heard of a vrf lock?   I have seen some references to debug vrf lock.   I cannot seem to find anything that says why it happens or what it does.

Description
Symptom:
A router configured with BGP and vrfs, may have a vrf stuck in deleted state when the user
attempts to unconfigure the vrf. The show vrf, show vrf lock and show topology lock
vrf commands will confirm that the vrf is pending deletion and BGP is holding a lock
on the vrf.

in addition I think it is similar to this 

 

After CFS distribution is enabled for NTP, the entry of an NTP configuration command locks the network for NTP configuration until a commit command is entered. During the lock, no changes can be made to the NTP configuration by any other device in the network except the device that initiated the lock.

 

so you reserve te vrf configuration by applying a lock 

and no other changes can be made (by another user) until it is unlocked.
