WAN failover - primary ISP1 with (EIGRP/BGP or OSPF) and backup ISP2 with static routes (AD 230)

Another WAN failover question. If I have WAN connections with 2 separate ISP's, ISP2 over a MPLS network and ISP1 over a q in q vlan (see attached diagram) and I configure the ISP1 link with a dynamic routing protocol (EIGRP or BGP) and the ISP2 link with static routes (with an Administrative distance of 230) should it failover if one ISP link fails? I tried it but it does not seem to work.

I erased the config on the routers and did it again and this time it worked in GNS3. I guess I had a misconfiguration somewhere.
