I have configured host name, passwords, and GigabitEthernet0 (management port) to ip address to 192.168.1.1 ! That seems to work as a basic configuration. According to chapter 5 of "Cisco 4000 Series ISR Software Configuration Guide" I tried setting up factory default device using WebUI as shown on page 31, but Firefox and Edge refused to connect. (the network connection would configure and ping just fine, but browsers refused to connect even with firewall, virus, etc turned off) I then tried using web user interface for day one setup on page 35 ----- with a static ip address on my laptop, I can actually connect to the router management port via my browser, it ask my username and password like it is suppose to, but never gives me the choice of basic or advanced mode setup or the GUI-base management tool ! The screen is titled Cisco Systems -----Accessing Cisco ISR4331/K9 "hostname" ----- it gives four choices 1) Show diagnostic log 2) Monitor the router 3) Show tech-support 4) Extended Ping. The "Monitor the router" choice gives HTML access to the command line interface
Does anyone know a HTML command to start embedded GUI-based setup tool ????

ip http server
ip http secure-server
configured globally on the router ?

You probably dont' have the full gui version files/folders to load up the nice and cool gui, you can download it on the Cisco website. If you are looking to configure something else feel free to ask.

as suggested, make sure the necessary files are present in flash. What is the output of:
dir flash:
?

Now my question is ----- what should be there? The router is new but I have reset router back to factory setting (several times) as I've looked for a solution
