What is EgSrvRate (Egress service rate) parameter on Cisco MGX-8850 PXM ?
Which of rates - PCR or SCR should it equal to?

As for the PCR or SCR, I would say it would mach the SCR. Note that most of the time PCR and SCR are the same.
