It reminds me about an E1 interface, where you can have a framed and an unframed E1. An E1 is the European equivalent of a T1. With an E1 you have one option of using it in a 2048 kbps bit stream configuration called "unframed E1". Or you can use framing, i.e. a certain arrangement of the bits and bytes during transmission giving you 30 or 31 channels with 64 kbps each. The latter option is called a "framed E1". Depending on your hardware there are different commands to check this.
