what will happen if POST fail during Booting process?

My question is related to Router Booting Process.

a). What will happen when POST failed?

b). What will happen when Bootstrap failed, does router broadcast for TFTP for IOS file?

It all depends on the model and configured the device.

if the post failed, it will go into ROMMON Mode.

Depends on which component failed POST.  Most of the time the switch goes into ROMMON if critical components fail POST.

I have never seen a bootstrap fail.  Maybe it would be good if you can post the entire boot-up process so we can have a look at what is going on.
