on a lower level they map to a different DSCP value

NO, not both used for video,

YES both used in a UC environment

-> it is video and telepresence

Incorrect, but much depends on what Cisco documentation you've been reading.

Those two DSCP markings are for different video usages, both in Cisco's baseline QoS model and in RFC 4594.  However, some Cisco QoS documentation doesn't always exactly agree, e.g.: See QoS Baseline vs. Cisco Press Book on QoS  .  That noted, Cisco's model and RFC do differ on usage of CS3 and CS5.

RFC 4594: CS4 is for real-time interactive video while AF4x is for multimedia streaming.  See figure 3 in section 2.3 in RFC 4594
