which attribute select for 1 ISP link 80% bandwidth and another ISP 20% Bandwidth in BGP

Hi Folks,

I have struggle to find out the answer for this question most of the times interviewers are asking the same question but i am totally confused on the same answers as wee.

question : If we have Two ISP links then how we allocated the bandwidth in the router for suppose user want 80% bandwidth on primary ISP and 20 % Bandwidth as secondary ISP. how will do this manipulation with the help of BGP or without BGP.

please answer my question
