Centralized Policy Topology Not Working

Is anyone else having problems trying to attach a Topology configuration within the Centralized Policy to their cEdge devices?

No matter what I do, the Preview shows the config but when I SSH into the routers, the config isn't there. 

I currently have a ticket open with TAC, but I wanted to see if anyone has ran into the issue here.

BTW, I'm running 19.3 and 16.12.2r.

19.3 Controller version only supports vEdge codes. It does not support IOS-XE SD-WAN devices. Please review the release notes

This release is still okay for cEdges as I spoke with engineers but not recommended. I downloaded by mistake and I cannot go back a release.

I guess I'll wait until release 20.x which should be released in the next couple weeks.
