Cisco SDWAN export routes from one VPN to another VPN at a single site

I have a requirement to export all routes from one VPN to another VPN at a single site. Lets say for example VPN 1 and VPN 2 exist at sites 10, 11, and 12.  VPN 1 at site 12 needs to have direct routes to all sites in VPN 2.  I cannot find a way to accomplish this without exporting all of VPN 2 to all sites in VPN 1. I am however able to accomplish the opposite. VPN1 at site 12 is able to be exported to all other sites in VPN 2 so that the other sites have a direct route to site 12.

Another way to say this, is I am able to specify sites to export routes from, but there is not option that I can find to specify sites to export routes to.  It seems like should be able to be accomplished by applying a centralized policy in the outbound direction to a specific site. However, when i do this with a export to statement, there is no effect.

If I understood correctly, you need to leak routes between VPNx and VPNY on the same site.
