Either the device is in CLI mode or in vManage mode.
Not sure, what you're trying to accomplish.
If you want to make changes to the node, move the device into CLI mode and make all the necessary changes.
To add to it:
If you want to push a specific CLI which is not supported in vManage GUI, you can do it with CLI-ADD-On Template
There is a CCO link with supported CLIs for CLI-ADD-On.

It is by design.
There is no option to make CLI changes and have the node still in vManage mode.
Then. single source of truth is gone.
At that time, having the vManage mode, doesn't make sense.
It defeats the original purpose.
For the thing that you're trying to do, it is probably best to leave the node w/o vManage mode.
So you have the flexibility to make changes via CLI, as needed.
