De-register Meraki from previous owner

Hi there, 

I recently purchased a Meraki MX65 device from an IT/Electronic-Waste-Recycler. I have reset this device but when I try registering it on the Meraki Dashboard using the serial number - it indicates that its already registered. Two questions arise...

1. Can I use this device in my Home Lab without connecting it to the Internet? If not then... 
2. How can I get it to be de-registered from the previous owner?

This means the prior owner did not release it for resale.  They have to remove the device from their inventory to allow someone else to register it in their inventory (to become the new owner).

You will not be able to do anything without that original owner doing this.  You can not do anything without the original owner doing this to give their consent.

For any configuration beyond getting the device online, you need to use Dashboard. Meraki products are not meant to be used or configured offline.  Should be able to factory reset https://documentation.meraki.com/General_Administration/Support/Resetting_Cisco_Meraki_Devices_to_Factory_Defaults
