Deploying Multi-Regional Fabric

I am having a difficult time setting up a proper multi-regional fabric. In a typical SDWAN Fabric, any service VPN prefixes get advertised to other edge routers running the same service VPN by default. But when the routers and an associated TLOC are converted to Border Routers / Core Region respectively, the prefixes for the service VPN's are no longer received from controller. 

If I set the routers as border routers and configure the TLOC to share between core region and primary access region, I would expect that the service VPN prefixes should be received on both routers. 

Can anyone provide some documentation or caveats related to this?

UPDATE

What I am trying to accomplish here is the following:

I have 2 border routers servicing the same access region. 

Both Border routers have the same service VPN created on them 

The border routers need to learn each others prefixes

It seems as if I add an Edge Router to the region, the edge router will receive the border routers prefixes. I am wondering if what I am trying to achieve is even possible.
