Sorry to ask.....but at the moment I have no idea why it is NOT working
On-Premise is a Meraki MX84 with 16.4 software version.
In Azure I have created a site-to-site VPN based on this document here:

Here it is described to setup the virtual network gateway VPN type in Azure "route-based"
But later I have no connection between both networks
When I am searching here some says, that the VPN type "route based" will not work, it must be "policy based".
What is correct now?
Has anyone a working suggestion :-)......this would be great (and very helpful)
