Can the router ISR1100-4G with the firmware c1100-universalk9.17.07.01a.SPA.bin work offline without SD WAN controller? Like standalone router?

For sure. ISRs were there way before SDWAN. But, if this router had already joined SDWAN network you may need to change it so CLI mode.

I saw screenshots of the presentation from cisco and it said that autonomous mode was not supported. But it does not say exactly what version it is for.
