Upgrade Headend Vedge 2000 from viptela 20.3.7.1 to XE SD-WAN code

I would like to upgrade our SDWAN environment to code that supports XE SD-WAN code.  We have Vedge 2000 head ends and a mixture of Vedge 1000, 100-4G and 1100-6G boxes at 140 sites.

Can I upgrade the Vedge 2000's to code that supports XE SD-WAN, or do I need to upgrade the boxes first?

If I can upgrade the code on the 2000's to XE, what code level do I need to go from and to?

We are on viptela 20.3.7.1, I understand I need to move to at least 20.4.1 on the remote devices to convert to XE SD-WAN code.

Thanks for the answers in advanced!
