vManage Cluster issue with single tenant

Hello everyone,

I am trying configure vManage cluster. According to cisco document :-

-> Cluster should have 3 vManage.

-> 3 interface for each vManage:- one for VPN 0 tunnel, one for OOB (GUI access) and One for Cluster management. 

-> Given ip address of all interface of cluster management.

-> I am using single tenant for vManage. 

-> I am using vManage ova version:- 19.1

Problem :-

-> i am trying to add second vManage to first vManage, it says that added to cluster but it showing any pending or error.

-> when i am using the command request nms all status , PID value is still the constant, not increasing the value means not syncing.

-> tried t-shoot:-

    => pinged from all vmanage to  other vmanage using cluster ip address.

         result :- ping is successful.

Concern :-

when i am trying to configure cluster in multi tenant mode, its working and able to configure the vmanage cluster.
