vManage dashboard question

I have a question that my SE cannot answer, so before I open a TAC case I thought I'd ask you all.  

When looking at the main dashboard, there is an area under licensing that shows “Total Devices”  and “Licensed Devices”  (see my screenshot).   In my case it shows I have 40 devices and 0 licensed devices.   Just curious what that means?  I know we have an EA but not sure if that's the reason.  And yes we are paying for support
