Here's a quick primer on finding the changelog or release notes for a few different types of Firepower updates. I have received this question from a few customers as of late, so I thought it best to share here.
In the Software downloads section on Cisco.com for the Firepower Management Center, navigate to the following section: All Releases>Rules SEU VDB GeoDB>VDB.
With your cursor, hover over the VDB release you're interested in. An informational box will pop-up and you should see a link to the changelog for the release.
Here's changelog that serves as a good example for what kind of information to expect when reviewing:

Many of our customers are familiar with obtaining rule information via Snort.org. A few examples are as follows:
Comparable and additional information can also be found within release notes found at the Firepower Management Center Software downloads page. This information is particularly useful because it also includes how it impacts the Talos-provided base policies. To find this information, navigate to All Releases>Rules SEU VDB GeoDB>Rules Updates.
With your cursor, hover over the SRU release you're interested in. An informational box will pop-up and you should see a link to the release notes for the SRU.
There will be a couple of different links that are available for your review. These include general release notes, notes about new rules, and notes about modified rules. Here are a few examples of each:
