I want to create a double layered vpc environment using 9336c-fx2 switches running nx-os 9.x. According to some doc I've seen; each vpc switch pair's vdc id needs to be unique in the network.
By default; the id seems to be 1. Is it possible to change that default id to a different value? Would additional licensing be required?
I don't need multiple vdc's. I just need (apparently) unique vdc id's for each vpc pair of switches.

From your question, I think there is a confusion here.
VDC = virtual device context = chassis virtualization technology supported only on Nexus 7000
VPC = virtual private channel = layer 2 virtualization technology supported on (almost) all Nexus series.
There is no correlation between these two.
Indeed, in a layer 2 domain, the VPC domain ID needs to be unique and that one you configure it when you define your domain:
vpc domain <ID>
This is required to be unique because the ID is used to generate the virtual MAC, shared by the two VPC peers, for protocols such as STP, LACP etc.
