This all depends if your DRS/HA policy is set to do so. This is a VMware/vCenter task, not 1000v.
Most people will set their VC to be the first VM to boot up, and then the 1000v as the second. This gives VC a chance to boot up so the 1000v will re-establish the SVS connection once online. Either way the 1000v will re-try to connect until it can communicate to VC.
Make sure that your Control, Packet, and Management port profiles (including the one used by VC) are set to be System VLANS. If you're not clear about system VLANS, search this forum for some of my other posts. System VLANs are critical to ensure all VMs and hosts come back online as expected.
