Partner Self Service Tool Down?

I have been trying to associate a Cisco Testing ID within the Partner Self Service tool, and it has just been spinning for over an hour. I have tried clearing cookies/cache as well as opening up a new screen in Incognito Mode. 

 

Is this an issue that is happening across the platform?

Have not been able to access the Partner Self Service tool since Sunday. It never comes up. Is this associated with the platform change starting on the 12th? They ask us to ensure everything is setup properly but then the tool no longer responds.
