CISCO FABRIC MANAGER "UNABLE TO CONNECT TO SERVER"

The error reads  "The Network adapter could not establish the connection" when I try to login into the software.  Besides the obvious, has anyone ever seen this error and fixed it?

Is Fabric manager running on Postgres or Oralce.?

Can You check database service is running.
