I have reset the 9148 SAN swithc back to factory defaults, when I try to enable the FC ports I get: no Enabled FC ports.
License looks correct, 32 ports enabled
any other ideas?

according to your picture the switch is in NPV mode, typically when you reset to factor defaults (write erase and then reload) ..it should be in normal "switched" mode ..not NPV for sure.

so when you are trying to bring the port up you get that error message ? What if you try "no shut" from the command line ?
