Cisco MDS 9148 FC ports not enabled

I have reset the 9148 SAN swithc back to factory defaults, when I try to enable the FC ports I get: no Enabled FC ports.

License looks correct, 32 ports enabled

any other ideas?

according to your picture the switch is in NPV mode, typically when you reset to factor defaults (write erase and then reload) ..it should be in normal "switched" mode ..not NPV for sure.

You are correct this switch had been set to NPV mode, here is another switch I did the reset on from the start without any changes to NPV, and I have the same problem..It has the same error

so when you are trying to bring the port up you get that error message ? What if you try "no shut"  from the command line ?
