device manager disable/enable different than shut no shut

due to a migration I've been doing a lot of port debugging recently. Just curious it seems like something gets cleared when I do disable , enable from device manager that does not happen when I do a int, shut no shut - am I dreaming this?

They are one in the same.  Enable is "no shut" and disable is "shut".
