Input discards on 7K modules are generally sign of congestion on one of the ports through which the traffic is egressing out. Say for example you have e1/1 connected to filer and e2/20 connected to core router. Traffic from e1/1 is going to egress out of e2/20.
If e2/20 is congested due to other ports sending traffic through it and then depending on the type of module we could increment input discards on e1/1. The reason we drop it on ingress is because the egress line card is not giving credits for the ingress line card to send traffic towards it.
Can you provide details on the 7k module this filer is connected to. Would be good to post following
