this feature was introduced in version 4.x, before that it was always on by default, in v 4.x Cisco gave the option to enable or disable it
but now in version 5.x it is always disabled and Cisco removed the command feature http-server since it is a security risk on the device and it is only used to manage the nexus using device manager.
If you want to use device manager and you are running version 5.x, you will need to download fabric manger from Cisco.com which includes device manager
Cheers
Moh
