4506 with x4515 can't Boot

I find a 4506 with x4515 in my storehouse.And I boot it success in my first timer.I want to clean all configuration.So I set confreg 0x2142 and reset in rommon.It reboot normally.But password  still there.5min later ,it reboot automatically.and I can't type in any command.so I turn off and turn on the power.It can't Boot.status Led blind and utilization Leds all keep on . no output in console.What can I do?Help . Thank-you.

Try removing all power, wait 10s and then apply power again.
