Cannot perform CLI password recovery on SG350-1-MP

I am trying to recover the admin password on my core switch without success.   I follow the KB article which indicates to use Putty and the serial interface.   I am able to log to the login screen, but when I power cycle the switch per the instructions, I get garbled characters and it never gets to the recovery screen.   If I continue to press enter, I then see the login again.   

Any clue on the settings.   I have the serial set at 9600 8 1 None xon-xoff
