Can these scale down and connect to a 1gb gbic?

The 10Gig optic works at 10Gig speed only. There are ways to create two 1 Gig out of a 10Gig port using Twingig converters, but your device has to support it. You would also need 1 Gig optics.

No, they cannot negotiate the speed.
