We have 1G / 10G  ( Cu ) requirement. 3850-24XU mgig interfaces configurable to fixed 10G?

Yes, under the interface try this command

speed 10000

Thanks. That's good -- we will be able to connect 10G devices that do not support mGIG.

That is correct.  You can connect any device that has a 10Gig Interface.
