There is no need to reload the entire switch. The second Sup might be disable state, due to many reasons, however you should console into it and check if it's in Rommon mode. If it is, then this document would certainly help:

Summary of steps from Rommon:
- Ensure configuration register is correctly set:
rommon 1 > confreg 0x2102
- IOS file resides in the bootflash, and should be the same image as the Primary Sup (although this should not restrict from getting the Supervisor up, however redundancy mode might be affected)
Reseating (removing and re-inserting) only is required, when we suspect the card is not seated properly in the backplane.
The above options do not require any downtime, although it's preferred to try all this during downtime, to ensure no outages due to any unexpected issues.
